PROBLEM TO BE SOLVED: To provide a method of manufacturing a coating member free from the generation of longitudinal streak defect or the like with the improvement of critical coating rate and an apparatus therefor. SOLUTION: In the coating apparatus for forming a coating film on the surface of a member to be coated from a discharge port between the tip parts of a pair of lips, the contact angle of the tip part of the downstream side lip to water is controlled to be larger than that of the upstream side lip, or the tilted angle (α) of the outside surface of the tip part of the downstream side lip is controlled to 60 deg.<α<=90 deg., or the length of the tip part of the downstream side lop is controlled to 0.05-0.3 mm shorter than the tip part of the upstream side lip. At the time of applying a coating liquid on the base material to be coated using the coating apparatus, the coating member is manufactured so that the ratio (T/H) of the thickness T of the coating film to the clearance H between the member A to be coated and the longest lip tip part is controlled to 0.1-1.0.
