PROBLEM TO BE SOLVED: To provide a communication system by time diversity, with which a data retransmission time interval is shortened. SOLUTION: Optimum retransmission time interval for the cycle of waves is obtained by analyzing data from a wave height meter 3 and a clock 4, loaded on a ship in the analysis part 26 of a transmitter/receiver 1, selected from a correspondence table preset on the basis of an actual survey or simulation, at the time of designing the system, and stored in a control memory 25 in a control part 20. A constituting frame format is changed in a transmission data conversion part 11, and transmission is conducted.
