PROBLEM TO BE SOLVED: To provide a base station control method that stops an individual control signal sent by a nontransmission base station, while minimizing the effect on transmit power control of an incoming channel in the case of the transmit power control of base station selection type, so as to reduce the interference on an outgoing channel and to increase the capacity of channel. SOLUTION: A received quality measurement section 506 of a base station compares a measurement result of an incoming channel with the target quality and informs a transmit power control section 507 about the contents of a generated TPC(transmit power control. The transmit power control section 507 transmits the individual control signal, only when contents of notified TPC signal instruct 'decreasing' in the case that its own station is a nontransmission base station, but stops transmission of the individual control signal in other cases.
