PROBLEM TO BE SOLVED: To easily notify a related person of traffic information with each individual user as an object by using a traffic controlling device for controlling the traffic information of means of transportation such as a train and an automobile. SOLUTION: In the case of a train 1, each time a train 1 arrives at a station, the traffic information of arrival station and time obtained by a terminal 30 in the train is transmitted to a train control server 10, the server 10 calculates a delay time by comparing the traffic information with that of a reference traffic table of a train traffic route. The delay information of the train 1 is notified to the portable terminal 40 of a passenger through the terminal 30 in the train, and when the owner of the terminal 40 requests a delay certificate to be issued, the server 10 generates delay certification data including the name of the requester, employee number, train route, time, delay time, etc., on the basis of personal information such as the owner name of the terminal 40, a company server HP address and the employee number transferred from the terminal 40 through the terminal 30 in the train, designates the HP address of a corresponding company attendance and absence management server 2 and transmits and notifies the delay certification data. |
