PROBLEM TO BE SOLVED: To provide a system semiconductor device equipped with a programmable bus arbitrator, a priority allocating method programmable, and a product using the method. SOLUTION: The semiconductor device, in particular an SOC, is equipped with a multiple management bus arbitrator. That of a plurality of function blocks to work as a master for a system bus or external bus transmits a request signal to request an admission to use the bus to the multiple management bus arbitrator. The multiple management bus arbitrator allocates priority order to the request signals by making reference to a priority order scheduler stored internally. The priority order scheduler is arranged programmable in advance so that the priority order is allocated in the direction of maximizing the bus use efficiency upon classifying the request signals by bus types to be used according to the request signal. A multiple management/multiple channel GDMA block works as a master block for the system bus or external bus.
