PROBLEM TO BE SOLVED: To solve the problem that the disturbance of an image and synchronism deviations are generated by data omission at the time of network congestion or the like in a system for multiplexing AV data compressed by MPEG distributed by a plurality of cameras on a network and displaying/storing them. SOLUTION: By collectively abandoning the AV data equivalent to GOP on a transmission side when the network is BUSY, this system in which the disturbance of the image is not propagated and the synchronism deviations are reduced is constructed.
