PROBLEM TO BE SOLVED: To prevent occurrence of delay and omission of high priority packet from a slave station device. SOLUTION: When the master station device 1 calculates incoming bands of the respective slave station devices 2a to 2c, a band adding means 13 adds ascending high priority packets, stores the high priority packet generated by a high priority packet generating means 21 in high priority buffers 22 of the respective slave devices 2a to 2c, a read control means 27 adjusts timing of packets to be outputted from ascending bands informed from a band allocation extracting means 20, and when the high priority packets are stored in the high priority buffers 22, preferentially transmits them to the master station device 1.
