SOLUTION: The image information conversion device 1 is provided with an intra/inter judging part 21 and an inter/inter 4V judging part 22 for determining which is to be used, an inter encoding mode or an inter 4V encoding mode on the basis of the moving vector of each encoding unit of the inter encoding mode and the moving vector of each encoding unit of the inter 4V encoding mode which are generated on the basis of moving vector information extracted from MPEG2 image compression information.
