PROBLEM TO BE SOLVED: To block an online application and to release blocking in short time. SOLUTION: A blocking device of an online application system includes an application blocking/blocking release instruction mechanism 10 which introduces the concept of a 'job group' obtained by making a plurality of jobs constituting the online application into one group and instructing the blocking of the online application or the release of blocking to the job group, an input telegram suppressing mechanism 12 suppressing the input of an input telegram or releasing input suppression with respect to the job group in accordance with the instruction of the blocking of the online application or the release of blocking, an input telegram number managing mechanism 14 counting the number of unprocessed input telegrams existing in the job group and a processing termination monitoring mechanism 16 informing the application blocking/blocking release instruction mechanism 10 that the blocking of the online application is completed when the unprocessed input telegram does not exist in the job group.
