PROBLEM TO BE SOLVED: To provide a white background separator for getting highly precise white background separation results by removing mixture of white background separation results. SOLUTION: A binary coder 12 gets the minimum value of RGB separately for each picture element of an input image, and codes it into binary such that if the minimum value is larger than the threshold, it is white, otherwise it is black. A pattern matching part 13 judges that if the results of binary coding is applicable to the pattern, it is white, otherwise it is nonwhite. A blocking part 14 divides the image into the blocks of N×M picture elements, and if there is one white picture element at minimum within any block, the blocking part makes it a white block. A white corrector 15 refers to a group of blocks around a noteworthy block, and in the case that they are all white blocks, it judges the the block of interest as the picture element on the white background, otherwise it judges it the picture element on the nonwhite background.
