PROBLEM TO BE SOLVED: To transmit data by using the communication protocol SSCOP (Service Specific Connection Oriented Protocol) without degrading a transmission effi ciency and causing no buffer deficiency when transmission quality of a network is degraded, traffic is increased and a distance between networks is long. SOLUTION: An SSCOP function processing section 103 conducts protocol control for inter communication unit data communication by a function of the communication protocol SSCOP, a PDU missing number of times count section 104 counts number of PDUs (Protocol Data Units) that is missing between SSCOP connections generated by the protocol connection and a transmission control section 105 modifies settings of simultaneous transmission number of times of the same PDU depending on the counted number of PDU missing times.
