PROBLEM TO BE SOLVED: To provide a highly reliable monitor and control system capable of reducing the communication load of a communication line and improving responsiveness. SOLUTION: The monitor and control system constituted of a monitor and control device group 101, 102 and controllers 103 for acquiring data indicating the state of each controlled equipment 104 and controlling the controlled equipment 104 on the basis of the acquired data and communication networks 106, 107 using a multiplex communication line connecting the device group 101, 102 and the controllers 103 by hierarchical constitution corresponding to the contents of monitor and control is provided with a communication means for transmitting/receiving data to/from the device group 101, 102 and respective controllers 103 and a communication control means for dividing data, transmitting the divided data to all communication lines through the communication means and receiving, reproducing and recognizing the divided and transmitted data through the communication means.
