PROBLEM TO BE SOLVED: To prevent clogging by foreign matter in the vicinity of a bill discharge port without adding a cover opening/closing mechanism. SOLUTION: When discharge bill 21 is wholly accumulated once in an accumulating part 22, a state of a foreign matter detecting sensor 11 in the vicinity of the paper money discharge port 7 arranged in parallel to the slit direction of the bill discharge port 7 is checked. When a detecting signal of the sensor 11 is bright and the foreign matter is not detected, the discharge bill 21 sandwiched by carrier belts 27 and 28 is collectively carried out discharged to the bill discharge port 7 by driving a motor. When the detecting signal of the sensor 11 is dark and the foreign matter is detected when checking the state of the foreign matter detecting sensor 11, the bill is not discharged without driving the motor.
