PROBLEM TO BE SOLVED: To easily and economically achieve an agent side management by a manager side, and prevent the management from affecting an existing environment. SOLUTION: A local device 10 is connected to a controlled side remote device 20 controlled and monitored by the local device 10 through a network line 300. Both the local device 10 and the remote device 20 comprise LAN interface parts 11 and 12, each having management frame control parts 12 and 22. The management frame control parts 12 and 22 transmit and receive a management frame 30 including management information in the period of a frame transmission prohibited time (IFG) between LAN frames. Thus the transmission of an SNMP frame which was required for the management is not required, and the resources of hardware and software for the transmission is not required.
