PROBLEM TO BE SOLVED: To provide a moving vector transformation device capable of reducing operation quantity for judging the efficiency of encoding as to a moving vector transformation device for inputting 16×16 moving vectors of MPEG2 in a bit stream indicating MPEG2 image compression information to be inputted and generating 8×8 moving vectors of MPEG4 and 16 × 16 moving vector of MPEG4. SOLUTION: The device is provided with a means 36 for executing the synthesis of moving vector information by alternately canceling I pictures or P picture by extension or addition, a means 35 for selecting operation having higher prediction efficiency out of the extension and addition and using the selected operation for MPEG4 encoding and a judgment means for judging the encoding efficiency only at the initial P-VOP of GOV in a bit stream indicating MPEG4 image compression information to be outputted or immediately after a scene change.
