PROBLEM TO BE SOLVED: To eliminate a sense of incongruity of a video image by inserting other video signal in a part not used by a video image such as a commercial which does not use the entire screen so as to effectively utilize an HDTV image. SOLUTION: A synchronous separation circuit 21 receives a 1st signal including a horizontal synchronizing signal and a 1st video signal imbedded to part of the horizontal scanning period and extracts the horizontal synchronizing signal in the 1st signal. A video time control circuit 23 receives a 2nd signal including the horizontal synchronizing signal and a 2nd video signal imbedded to other part period of the horizontal scanning period where no 1st video signal exists and controls the time base so as to synchronize the horizontal synchronizing signal in the 1st signal with the horizontal synchronizing signal in the 2nd signal. A composite video signal generating circuit 22 inserts the 2nd video signal in the horizontal scanning period corresponding to the 1st signal including the 1st video signal to generate a composite video signal.
