PROBLEM TO BE SOLVED: To perform picture data processing whose generality is excellent by making it possible to easily realize the correspondence of the position relation of main picture data and additive data, by embedding the additive data in the main picture data itself, and making it possible to decode the picture data even by conventional software as a conventional manner. SOLUTION: Additive data and its embedment position are inputted (a step S1). Whether or not the embedment position is the display minimum value (when a display range is set so as to be ranging from 0 to 255, the display minimum value is 0) is judged (a step S2). When the embedment position is the display minimum value, the value of the additive data is subtracted from the display minimum value (a step S3). In the other case, whether or not the embedment position is the display maximum value (in this case, the display maximum value is 255) is judged (a step S4), and when the embedment position is the display maximum value, the value of the additive data is added to the display maximum value (a step S5). At a decoding side, whether or not a decoded value exceeds the display range is judged, and when the decoded value is within the display range, normal picture data processing is operated. In the other case, it is extracted as the additive data.
