PROBLEM TO BE SOLVED: To provide a system by automatically forming a community, in which users exchange information via the Internet, supporting activation of the community, enabling users to belong to a plurality of communities, and for allowing service providers to provide various services to the community. SOLUTION: The gusto information transmitted via the Internet 101 from information terminals 103 and 104 extracting the preference of users is received by a community server 106. The community serve 106 manages the information on user's, preferences, automatically forms the community, monitors the degree of activation of the community, and automatically reorganizes the community. The service providers 107 can refer to the information exchanged in the community and can offer information necessary to the community.
