PROBLEM TO BE SOLVED: To pay a toll of a toll road by utilizing a terminal such as a portable telephone set. SOLUTION: When the number plate information of vehicles 11A to 11C is transmitted from a photographing controller 6, a traffic managing device 8 acquires charge destination designation information preregistered as the charge destination of a toll of the toll road 1A from a built-in database on the basis of the number plate information. The managing device 8 generates confirmation information for charging the designated charge destination for the toll and transmits the confirmation information to the user portable telephone sets of the vehicles 11A to 11C. When acceptance information is transmitted from the portable telephone sets in response to the confirmation information, the managing device 8 charges the toll to the designated charge destinations.
