PROBLEM TO BE SOLVED: To provide a release agent applying device by which desirable oil coating amount is obtained and which does not cause an oil stripe, a fixing device and an image forming device, and a regulating blade and its manufacturing method. SOLUTION: The chamfer 101c of the edge part 103 of the regulating blade 100 is molded by using a mold, and further the radius of curvature R1 of the edge 104 of the chamfer part on a downstream side in the rotating direction of a release agent coating roller is set to <=150μm.
