PROBLEM TO BE SOLVED: To provide a chip resistor which can be surface-mounted on a board through a face-down method, is excellent in quality, and has a low resistance and a low temperature coefficient of resistance, and to provide a method of manufacturing the same. SOLUTION: A chip resistor is equipped with a resistive film 13 arranged on one side of a ceramic board 12, a pair of base electrodes 21 and 22 arranged at the lengthwise ends of the resistive film 13, and a protective film 23 covering the main part of the resistive film 13. The base electrodes 21 and 22 and the protective film are formed on the same plane, and plated electrodes 24 and 25 are formed on the base electrodes 21 and 22 respectively.
