<p>Whether or not correction is carried out is judged with reference to a line of continuous 2N pixels (signal levels V1 to V8 ) including border pixels, perpendicular to a border, and composed of N pixels on either side across the border. If correction is judged to be carried out, correction is carried out by using the border pixels that are judged to be corrected and 2M pixels, i.e., M pixels on either side of the border pixels. In an image processing system for applying a filtering to pixels belonging to a block, which is a unit to which a discrete cosine transform for image compression is applied, the maximum of the differences between every two adjacent pixels of at least a half of all the pixels constituting a block to be processed including the pixel of interest is found. The differences between every two adjacent pixels out of a line of continuous 2N pixels including the pixel of interest, perpendicular to the border of two blocks, and composed of two parts each comprising N pixels on either side of the border are calculated. Each of the calculated differences is compared to a threshold corresponding to the maximum, and whether or not a filtering is to be done is judged on the basis of the result of the comparison. If a filtering is judged to be done, the filtering is done by using the pixel of interest and 2M pixels, M pixels on either side of the pixel of interest.
