<p>A communication system comprises a first ISP network (1A), a second ISP network (1B), an intermediate ISP network (2), and a bypass (3). When a specific communication (7A-7C) between first and second specific communication devices (4A, 4B) is included, the degradation of communication quality of the specific communication is prevented, and the communication quality is guaranteed. A data collecting means (12) collects data on the total traffic of the communications (7A, 8B) between the ISP networks (1A, 1B) via the intermediate ISP network (2) and data on the traffic of the specific communication (7B) and calculates the ratio of the traffic of the specific communication (7B) to the total traffic of the communications (7A, 8B). When the total traffic exceeds an upper limit, an alarm is issued. If the ratio of the traffic of the specific communication to the total traffic is below the upper limit, the communications other than the specific communication is passed through the bypass (3).</p> |
