There is disclosed an aqueous composition of alcohol having a weight percent of alcohol of from about 40 to about 70 with the solution have a pH of from about 7.0 to about 13.0 for the treatment of non-porous hard surfaces. In addition, there is disclosed a method for sanitizing and/or disinfecting a hard surface comprising the step of treating the surface with an aqueous solution of alcolhol having a weight percent of alcolhol of from about 40 to about 70 with the solution have a pH of from about 7.0 to about 13.0, wherei n the amount of alcohol is inversely proportional to the pH of the composition .
