A mobile communication terminal device (1) transmits its own identification information and a control transfer approval information request to an authentication server device (3) via a subscriber circuit. The authentication server device (3) judges whether or not to authenticate the mobile communication terminal device (1) based on the subscriber identification information of the device (1), and generates control transfer approval information when it authenticates, for transmission to the device (1). The mobile communication terminal device (1) transmits the control transfer approval information to a communication device (4) for control transfer of a subscriber circuit. The communication device (4) sets up a subscriber circuit based on the control transfer approval information and executes various communications. Later, the communication device (4) transmits the utilization information of a subscriber circuit to the authentication server device (3) along with control transfer approval information. The authentication server device (3) charges fees to a subscriber corresponding to the control transfer approval information based on the utilization information. Accordingly, communication using another communication device is permitted with the secrecy of subscriber's identification information still ensured.
