A cleaning composition loaded on a cleaning wipe having improved biocidal release from the cleaning wipe. The cleaning composition includes a cationic biocide, a cationic biocide release agent and water. The cationic biocide release agent has an ionic strength in the cleaning composition of at least about 5 x 10-3 mol/l.
