PROBLEM TO BE SOLVED: To improve a production speed of a clathrate, in a refrigerating device utilizing the clathrate consisting of water and an HFC system refrigerant. SOLUTION: The refrigerating device is provided with a heat conveyance circuit (10) connected through a main heat exchanger (12), and a refrigerant circuit (20). The heat conveying circuit (10) is filled with a heat conveying medium consisting of water and an HFC134a. A fluorocarbon ionic surface active agent is added in the heat conveying medium.
