PROBLEM TO BE SOLVED: To automatically perform a failure diagnosis of a hydraulic pump when actually working a working machine and to simultaneously detect a failure in a horse power limit control of the hydraulic pump, in a pump failure diagnostic device for a hydraulic driving device. SOLUTION: Horse power limit controls are performed for a plurality of variable displacement type hydraulic pumps 1 to 6 by a controller 50. In discharge lines of the hydraulic pumps 1 to 6, measuring units 21 to 26 provided with a pressure sensor 221a and a displacement sensor 221b are provided. Pump discharge pressure and the pump discharge flow rate are measured when the pump discharge flow rate becomes maximum when working the hydraulic driving device, based on the detected values for every hydraulic pump by the controller 50, and collected as failure data. Target pump discharge flow rate of the power horse limit control corresponding to the collected pump discharge pressure is calculated for every hydraulic pump, the pump discharge flow rate is compared with the collected pump discharge flow rate, and a decision whether the hydraulic pump is at fault is made.
