PROBLEM TO BE SOLVED: To form a sufficiently large oil passage inside while suppressing the increase in size of a cap member 68 in a structure where a VVT53 is installed on the intake and exhaust side camshafts 47 and 48 of an engine 1 and disposing an OCV78 in the integral cap member 68 of a No.1 journal bearing part 49. SOLUTION: Upper and lower recessed parts 72a and 72b are formed on both upper and lower end sides of a cap bolt through hole 72 in a cap member 68 by die-cutting. A bush 127 is press-fitted into the through hole 72 from the upper side to seal oil-tight a clearance between the inner peripheral surface of the through hole 72 and the outer peripheral surface of the shaft part of a cap bolt 73 by the tip side of the body part 127a thereof. Thus, parts of OCV downstream side oil passages 81 and 82 on the spark-advance and spark- delay sides are formed of spaces 123 and 124 apart from each other on both upper and lower end sides inside the through hole 72.
