PROBLEM TO BE SOLVED: To manufacture a high-strength concrete structure even with the use of a small quantity of cement by enhancing the fluidity of raw materials when the raw materials for the concrete structure are kneaded. SOLUTION: Water, cement, aggregates 3 and a mixing agent are loaded into a container 4 of a mixing device 2 as the raw materials for the concrete structure 1. The raw materials are stirred/mixed by the stirring blades 7 and 7A of the mixing device 2 and a vibrating function 8 is incorporated into the stirring blade 7A. Thus, the raw materials to be stirred/mixed by the stirring blades 7 and 7A are vibrated by the vibration function 8 of the stirring blade 7A. Consequently, the raw materials are fluidized, so that the ratio of water to the cement can be set low and when the concrete structure of the same strength is manufactured, the consumption of the cement can be reduced to a low level.
