PROBLEM TO BE SOLVED: To provide a compact ceiling cover opening and closing device capable of being easily operated. SOLUTION: This ceiling cover opening and closing device comprises a horizontal moving means provided with a ceiling cover for closing an opening part of a ceiling, and mounted at a rear side of the ceiling, and a vertical moving means mounted at the rear side of the ceiling for vertically moving the horizontal moving means from a ceiling face to a predetermined lower position, and the ceiling cover is lowered from the ceiling face by the vertical moving means, and then laterally moved by the horizontal moving means to open the ceiling opening part.
