PROBLEM TO BE SOLVED: To provide foundation improvement work by vacuum consolidation capable of consolidate soft ground relatively rapidly. SOLUTION: This is a foundation improvement method into hard ground by sucking and discharging water from soft ground to above the ground by applying a negative pressure by vacuum pump 5 to the soft ground 10 covered with an airtight sheet 1; while the negative pressure is being given, a predetermined amount of outside air is supplied below the sheet at a predetermined place separated from the vacuum tank, and an air flow accompanying water from the soft ground to the vacuum pump is created below the sheet.
