PROBLEM TO BE SOLVED: To provide a paper feeder capable of suppressing impact noises produced when a paper feeding means is lowered with a simple structure and capable of preventing a loss time from being produced by he start of feeding of a sheet by preventing the paper feeding means from rebounding, and an imaging device having the paper feeding device and an image reading device. SOLUTION: A thin-walled elastic sheet 212 is installed on a guide plate 211 opposed to a pickup roller 20 so as to form a clearance 213 therebetween.
