PROBLEM TO BE SOLVED: To surely detect leakage in a prescribed section of a conduit line for transporting liquid. SOLUTION: A shut-off valve 25 is provided on the upstream end of a conduit line to be inspected 22, and a remotely controllable opening and closing valve 11 is provided on the downstream end thereof. A pressure sensor 12 and a flow sensor 13 are further provided downstream of the opening and closing valve 11. When a flow rate is not detected by the flow sensor 13, it is determined that gas equipment 24 is not used, and no leakage is present in a terminal conduit line 23. When no leakage is present in the terminal conduit line 23, the shut-off valve 25 is closed, and the fluctuation width of pressure is monitored by the pressure sensor 12. In a control circuit block 16, when the fluctuation width of pressure does not exceed a prescribed threshold within a regulated measuring time, it is determined that no leakage is present in the conduit line 22 to be inspected.
