PROBLEM TO BE SOLVED: To accurately detect a condition where a vehicle such as an automobile stops. SOLUTION: By a vehicle speed detecting means using a pulsar and an electromagnetic pickup, a low vehicle speed <= approx. 5 km/h cannot be detected, and therefore, the vehicle is inevitably determined as stopping when the vehicle speed drops to 5 km/h or lower. The vehicle stop needs to be accurately determined for an idle stop engine control or the like, therefore, it is determined that the vehicle stops for the first time when a value detected by a braking force detecting means such as a brake stroke sensor is >= a prescribed value and an absolute value of a value detected by a longitudinal acceleration speed detecting means such as an acceleration sensor is <= the prescribed value. At least either of the prescribed values is changed according to an oblique angle when a driving road is inclined. In a vehicle equipped with an automatic transmission with a torque converter, the magnitude of creep torque is taken into consideration for setting.
