PROBLEM TO BE SOLVED: To provide a tank heat-shielding technique wherein a clamping plate is placed on the outside of a covering material of low strength to reinforce the covering material so as to bear the pressure at the time of foaming, whereby the covering material can be used to protect the surface of a foamed thermal insulation material without being influenced by the strength thereof, while the insulation material can be continuously expanded. SOLUTION: At least a pair of spacers 2 is attached to the outside of a low temperature tank 1 so as to be spaced apart at a proper interval to retain the thickness of a foamed thermal insulation material 5. A covering material 3, is provided as an outer skin outside the pair of spacers 2, and moreover a clamping plate 4 is disposed outside the material 3 to bear the pressure at the time of the foaming the material 5. The insulating material 5 is filled into a space surrounded by the tank 1, spacers 2, and covering material 3 by foaming-in-place.
