PROBLEM TO BE SOLVED: To provide a cosmetic having an excellent touch feeling, adhesion and compatibility to and with the skin, humectant effects, uniformity of an applied cosmetic, and the durability of the cosmetic effects. SOLUTION: This cosmetic is obtained by formulating complexly treated powder obtained by spraying and drying a slurry comprising 2-10 pts.wt. hydrophilic high-molecular compound, 0.5-7 pts.wt. ester-based oil, 100 pts.wt. powder and 300-1,000 pts.wt. solvent.
