PROBLEM TO BE SOLVED: To realize high speed and high reliability by minimizing the whole of equipment by unnecessitating large parts, simplifying the equipment, reducing cost, reducing consumption energy and noise or enhancing responsiveness and durability. SOLUTION: This device is provided with a switching unit 3 having a pair of switching members 6p and 6q in which each one end 6ps and 6qs is rotatably supported by rotation parts 7p and 7q and switching rail parts 3p and 3q are provided and a pair of solenoids 8p and 8q displaceable to the other switching member 6p or 6q side by selectively rotating each switching member 6p and 6q.
