PROBLEM TO BE SOLVED: To provide a process for the preparation of an alkaline water-easily soluble cellulose ether which disperses and rapidly dissolves not only in water, but also in alkaline water such as cement-containing water without forming lumps and without any restriction as in a conventional way to knead the mortar, and without feeling uneasiness about pinhole occurrence on a mortar-coated with which are caused by insoluble matters of the cellulose ether. SOLUTION: The process for the preparation of an alkaline water-easily soluble cellulose ether is characterized in that 1,000 pts.wt. of a powdery cellulose ether is added with less than 10 pts.wt. of glyoxal, and a small amount of an organic acid is added thereto, and then surface-treatment is effected with an oxyacid. The powdery cellulose ether has a particle size of 180μm or less, and the oxyacid for treating the surface is preferably glycolic acid.
