PROBLEM TO BE SOLVED: To provide a water-based coating composition giving a water-based coating material having low organic solvent content and forming a coating film having excellent appearance, water-resistance, etc. SOLUTION: The water-based coating composition contains a copolymer (X) having an acid value of 30-70 mgKOH/g, a hydroxy value of 30-100 mgKOH/ g and a number-average molecular weight of 10,000-30,000 and containing >=40 wt.% monomer unit consisting of an ethylenic unsaturated monomer (A) having a water solubility of <=0.5% at 20 deg.C and giving a homopolymer having a glass transition temperature (Tg) of >=0 deg.C.
