PROBLEM TO BE SOLVED: To provide a civil engineering structure and a construction method by using steel sheet piles at upstream side and thinning members or the like at downstream side as exterior wall members respectively and concrete is filled up inside the space between the exterior walls. SOLUTION: An end portion of a joint member is connected to a foundation beam determining the bottom position of the steel sheet pile, a bottom end of the steel sheet pile is inserted to the inside a channel of a foundation beam, and the steel sheet pile is supported by struts from the inner side. A waling member is jointed to the steel sheet pile, and anchors are attached to the waling members. Column members having channels are arranged on the foundation ground, a supporting plate for the column member is connected by the end of a tie member and connected to the foundation beam. Both ends of the thinning members or the like are inserted to the channel portion of the column member and piled up. An anchor member is attached to an anchor hooking plate, and concrete is poured to the inner side of the exterior wall members.
