PROBLEM TO BE SOLVED: To decrease the change amount in transmission loss with respect to temperature change by the heat cycle in a dispersion compensator. SOLUTION: A liquid resin containing a surfactant is stuck to the surface of a dispersion compensation fiber 1, the dispersion compensation fiber 1 in a coil or bundle state is housed in a housing 2, and the space surrounding the dispersion compensation fiber 1 in the housing 2 is filled with a packing material 3 and hardened. Or, instead of sticking the liquid resin containing a surfactant on the surface of the dispersion compensation fiber, the surfactant may be added to the packing material 3. Or, both of sticking of the resin on the surface of the dispersion compensation fiber and of addition of the surfactant to the packing material may be performed.
