PROBLEM TO BE SOLVED: To perform works of connection and release of control rods positioning immediately below a cross part of an upper grid plate with underwater remote control safety, surely and in a short time and improve a load factor. SOLUTION: A roller screw 29 is screwed in a body frame 21 and a moving stage 31 connecting with the roller screw 29 is attached. To the moving stage 31, a frame 33 for control rod operation is attached horizontally movably. To the frame 33 for control rod operation, an actuator rod 36 is installed, and at both ends of the actuator rod 36, an upper hook 34 and a lower hook 37 are attached. The upper hook 34 and the lower hook 37 connect with a cylinder for the upper hook and a cylinder for lower hook, and are opened and closed with air pressure. An upper handle of control rod is grasped with the upper hook 34 and the handle for latching at the control rod lower part is grasped with the lower hook 37.
