PROBLEM TO BE SOLVED: To improve the maintenance property, to reduce the test cost and to simplify the structure. SOLUTION: This device comprises a spindle 11 for retaining a subject of test S in its lower end; a drive motor 20 for applying a torque to the spindle 11; and a frame 30 for supporting the rotor shaft 21 of the drive motor 20 toward the vertical direction. The spindle 11 is inserted to a through-hole 21a extending through the center of the rotor shaft 21, and the upper end of the rotor shaft 21 is connected to the upper end of the spindle 11, whereby the spindle 11 is directly driven by the drive motor 20. The inside diameter of the through-hole 21a is set so as to form a clearance in which the lower end of the spindle 11 is rockable, and a damping mechanism 40 for suppressing the rocking is arranged in the vicinity of the lower end of the spindle 11 protruded from the lower end of the rotor shaft 21.
