PROBLEM TO BE SOLVED: To obtain a metal surface treating agent having excellent electroconductivity and corrosion resistance of coating film and excellent coating adhesivity in forming a top coating film on the coating film, to provide a method for metal surface treatment and to obtain a surface treated metal material. SOLUTION: This metal surface treating agent comprises an aqueous dispersion obtained by neutralizing >=30% carboxy group of an ethylene-unsaturated carboxylic acid copolymer containing 10-30 mass % of an unsaturated carboxylic acid with potassium ion and reacting a water-dispersed ionomer with an epoxy compound.
