PROBLEM TO BE SOLVED: To provide a tunnel excavating method which develops artificial ground with high strength, and safely and quickly excavates a tunnel of a large cross section. SOLUTION: According to the method, a pilot tunnel 2 is excavated at a location at which the tunnel 1 is excavated, and a curved steel pipe 3 having an injection port is inserted from the pilot tunnel 2 into a peripheral portion of a tunnel cross section. Then, an injection pipe is inserted into the curved steel pipe 3 to discharge a filler which is then injected via the injection port of the curved steel pipe 3 into the natural ground around the tunnel, to thereby reinforce the natural ground. In this manner, an artificial ground arch 4 is developed by using the curved steel pipe 3 and the filler, and thereafter tunnel excavation is carried out.
