PROBLEM TO BE SOLVED: To provide a dehumidifier capable of being driven by utilizing a low temperature exhaust heat and a dehumidification air conditioning device using the dehumidifier. SOLUTION: A dehumidifying rotor 2 is mounted and demounted by air for mounting and demounting heated through the passage of it through a sensible heat exchanger 15 to effect a sensible heat exchange between air for mounting and demounting of the dehumidifying rotor 2 and hot air from a waste heat generating source, and air increased to a highest temperature due to temperature distribution of the sensible heat exchanger 15 is brought into contact with the final part of mounting and demounting of the dehumidifying rotor 2.
