PURPOSE: An automatic control apparatus of headlights for a vehicle and a method thereof are provided to turn off and on the headlights automatically in stopping and restarting by using a vehicle wheel sensor or a vehicle speed sensor, and to prevent flickering in traveling at low speed from traffic congestion by regulating lighting speed. CONSTITUTION: An automatic control device for headlights is composed of a vehicle wheel or speed sensor(10) displaying travel speed; a stop signal converting unit(30) outputting a stop signal of a low signal by converting a high signal into the low signal after the first delay time in stopping a vehicle, and a multiplied square wave signal between the multiplication speed and lights-out speed by multiplying the square wave from the vehicle speed sensor; a flickering preventive unit(40) connecting to the stop signal converting unit, and restricting flickering of headlights by smoothening the square wave signal from the stop signal converting unit; and a switching unit(50) connecting headlights to the power according to the output signal from the flickering preventive unit for turning on headlights over the lighting speed and turning off headlights below the lights-out speed. Flickering is prevented in traveling at low speed by regulating lighting speed.
