PURPOSE: A heat pump type hot water heating device is provided to increase performance coefficient of a heat pump cycle and to prevent damage of a compressor. CONSTITUTION: A device comprises a basic circuit(1) comprising a compressor(2), a condenser(3), a first expansion valve(4), a waste heat evaporator(5) connected in order by pipes(6a,6b,6c); an outside air heat evaporator(7) connected with the pipes(6b,6c) by pipes(6d,6e) in parallel with the waste heat evaporator together with a second expansion valve(8); a hot water heating closed circuit(9) heated by condensing heat of the condenser and having a hot water storage tank(11) installed therein; and an evaporation promoting device(14) having a heat absorbing heat exchanger(16) built in a heat exchanging tank(19) formed in the hot water heating closed circuit and installed on one end thereof and a heating heat exchanger(15) built in the outside air heat evaporator and installed on the other end thereof.
