PROBLEM TO BE SOLVED: To provide a technical device for improving the fuel efficiency of an internal combustion engine, particularly, a diesel engine and an exhaust emission control thereof. SOLUTION: In this device, a primary fuel relay reactor 4 containing a magnet is integrated to an oil feed pipe 10 for supplying oil from a fuel light oil tank 1 to the diesel engine, 2 and a secondary fuel relay reactor 7 is integrated closer to the engine from it. The secondary reactor, which has a cylindrical shape having a significant diameter and length, is provided with a temperature retaining device of about 60 deg.C at the outside, and sintered silicon nitride fine ceramics obtained by kneading and compression molding silica black powder, marinex powder and bentonite into a porous passage type block or rough pellet followed by baking in a nitrogen gas conversion electric furnace is filled in the inner part.
